On dev beta 2 and the update is still not showing up?? Both App Store and command line won't work...

Didn't see it via the App Store Update but was available in my dev account with a link to the macOS Developer Beta Access Utility. After installing the utility, macOS 10.13.1 Beta 3 full installer was available for download via the App Store. By the way I was running macOS 10.13.1 Beta 2 on a 2011 MacBook Pro 17" and on a 2017 MacBook Pro 15" in both cases exceptionally well and with absolutely no problems. Installing macOS 10.13.1 Beta 3 now. Will report issues if any later.

Ever since I downloaded High Sierra on my Mac Book, it will sometimes shut down 'unexpectedly' instead of going into sleep mode when I close the lid. Please fix

I'm having a lot of trouble with external monitors and crashes while the computer is on sleep mode. Reinstalled twice, problems persist. MacBook Pro (Retina, 13-inch, Early 2015) / Thunderbolt Display / High Sierra 10.13

Same here. First time ever had problems with any beta on this machine. 15" MBP 2015 crashes every night, without fail, while suspended. Haven't really tried any troubleshooting, just hoping the next beta fixes it. Also happy for the crash report to keep getting sent, in case it helps Apple engineers with the problem.

4.9GB download. (Only after getting new install profile from dev portal, as others clarified.)

What's surprising, however, is that the download page says it's also available to non-dev beta testers:

It would be nice if these articles could move to the respective Mac blogs and iOS blogs. I mean, new betas come every week these days, and the lack of detailed release notes means the articles are very generic for front page content.
