what you can try to resolve this...

This is what Apple rep. said since they can't send you the one with Samsung SSD. Buy first and return the one with Toshiba and keep if it comew with Samsung SSD...You can tell it by seeing Apple SSD S... for Samsung or T...for Toshiba...I read the articles and it is in deed substantial difference about 25% difference in performance...Hope this helps...Fyi, I bought 256G Macbook Air and most of 256G has Samsung...

Go to apple store and check the ssd brand
Before you buy the mac book air you can check the brand of ssd it has
Simply go to

 Apple Menu > About This Mac > More Info > System Report > Serial-ATA


Here on the top of the screen and under Intel 6 Series Chipset, you want to see APPLE SSD SM____. I have the 256GB SSD so you’re seeing SM256C. If you have the 128GB version, you’d expect to see a model number like SM128C.

If you were curious, Toshiba SSDs start with TS, so if your SSD starts with an SM, be excited!

but, you can't see this without opening the box and turning it on. How can one do that without buying it first. Sure, they will take it back, but you might only get this chance once per store.
