This is not correct.

Your queries will be handled the following way:

1) Simple queries about your device and the data on it -> locally on device
2) More complex queries about your device and the data on it -> Apple's private cloud
3) General quieres -> Siri asks if you want it to send it to ChatGPT -> ChatGPT

Most queries people will ask Siri about will belong to 1) or 2).
But Apple is so far behind in AI. Most will use ChatGPT for their AI request which means it will be open to the public.

They can already use ChatGPT on iOS and Mac today with OpenAIs native applications.
Why go through Siri?

I do think people will use Siri more for the first category.

Apple turned down an AI partnership with Facebook parent company Meta due to privacy concerns, according to a report from Bloomberg. Meta and Apple had a brief discussion about a possible partnership in March, but the talks did not progress and Apple does not plan to integrate Meta's large language model (LLM) into iOS.

Over the weekend, The Wall Street Journal suggested that Apple and Meta were in active discussions about integrating Llama, Facebook's LLM, into iOS 18 as part of Apple Intelligence. The report suggested that the discussions were ongoing had not been finalized, but Bloomberg's follow-up indicates Apple never seriously considered a partnership.

Preliminary talks happened at the same time that Apple began discussions with OpenAI and Google parent company Alphabet, but Apple decided not to move on to a more formal discussion because "it doesn't see that company's privacy practices as stringent enough."

Apple did end up signing a deal with OpenAI, and ChatGPT will be integrated into iOS 18, iPadOS 18, and macOS Sequoia. Users can opt-in to ChatGPT, with Siri able to hand some requests off to the more sophisticated AI model. Apple is also working on a deal with Google to integrate Gemini into its operating systems, and it is holding discussions with AI company Anthropic.

At WWDC, Apple software engineering chief Craig Federighi said that Apple wants to provide users with a choice between different AI models, with the company planning to establish deals with multiple providers.

I recommend logging out of ANY Meta data velcrorized app immediately after using one. Every time.
 
The EU Commission would likely ask Apple to open up iOS even further so that others (like Meta) could create something similar to Apple Intelligence.

The EU Commission believes it's not Apple's right to protect the security and privacy of the ecosystem and not even looking out for user's security and privacy violation by others.
I got some more insights into the situation over the last couple of days and it seems that this is entirely about open ai’s servers being not in the EU yet. Microsoft is building a massive data center in Germany but it won’t be finished this year.. the private cloud compute that Apple advertised is also not being processed in Europe yet.. so this is likely the problem, not about opening up to competitors.
