AC adapters are generally engineered to function despite fluctuations in the mains supply that they're connected to. But it's possible that in this case the voltage periodically falls too far out of spec, whether due to problems in the building's wiring or issues with the power company, both of which are more likely to be manifest when it's hot and demands for electricity are higher. It's also possible that one or more of the devices in the chain - extension cord or power strip, adapter, watch charger - are marginal in some way and therefore more susceptible to changes in the power supply.

Update the senior advisor called me and ask me question do you use the heart rate monitor and what do you use the watch for
But there no solution yet the issue still persist and I hope to get answer from engineers soon

Have you tried charging your watch somewhere else? I mean in a coffee shop or a friend's apartment or somewhere rather than another room in your apartment.

Was just about to ask this too.

Unless I missed it in this thread- OP really needs to try an entirely different building location. Take it to work/school/friend/public place with electric outlet.

It really sounds like it's the power source causing the issue.

The problem is the electric socket you're plugging your charger into, if it's not the problem with the Watch and the charger. Simple.

I have not see this question asked in this thread, but have you used the plug in that the Apple Watch is using to charge any other device. If not you may want to try that and see what happens. If they act weird when trying to use this outlet then I would suspect the wiring at this outlet. One thing it could be is if on this outlet the neutral and the ground were switched when it was installed. A miss wired ground will cause any number of very odd problems that can be difficult to diagnose.

Apple replaced the cable both plastic and metal and the same issue happens and called apple support and the issue i see is normal behavior the battery will fluctuate when its charging and the same wall socket where I plug in my wall adapter i used to charger plug in different wall adapters

I'm really surprised Apple keeps changing Watches/chargers like this.

OP - have you done what others in this thread have suggested? i.e:
  1. Take your charger and Watch to a friend's or relative's house.
  2. Plug it in and see if it charges.
You really need to do this before going back to Apple again.
