After watchOS 5.1.2 the AQI complication still does not display data for me. If you open Weather.app and follow the link to the weather.com source, it does list Air Quality as a metric in multiple formats for my region.

I noticed this too. Seems aqi still does t work in Canada. 🙁
 
I do not know which database Apple Watch is using (looks like the one from THE WEATHER CHANNEL) but definitely not from https://aqicn.org/ as most of the worldwide aqi Data is collected there.
 
I apologize if this has been solved or asked. I live in Vancouver, Canada. The AQI function on my watch doesn’t display anything . Is there something I need to set up?

As of Feb 2019, AQI is not supported in Canada yet. Based on Apple's website (linked below) it only works in 6 following countries.
  • China
  • Germany
  • India
  • Mexico
  • United Kingdom
  • United States
