Are there any FREE programs that let me transfer my photos on my iphone to my PC?

Isn't it that u can just plug ur iphone on the PC and it will show up as an external device in the explorer...

From here u can just drag and drop all ur pictures anywhere...

Or right click > export. (or it may be import...)

Well sorry I may be just too late to help you if you've already spent money, but did you think of doing the free trial of MobileMe? Your phone might sync them all with MobileMe, and then you could get them off of there.
