To unlock a iPhone x with a verizon SIM:

When you insert the Verizon SIM card, do you just have to go through the set up process or do you have to actually activate it?

I bought a post pay SIM from a Verizon store today (I do not have a Verizon account, so the card is not active).

I went through the set up process, but didnt set up the face id, password or Apple id. I also had to use WiFi to go through the set up process...is this the proper procedure?

A few minutes later, with the Verizon card still in it, a message appeared, stating that activation failed and listed the Verizon phone number (I recognize the Verizon phone number from when I used to have verizon). I don't expect the phone to have been activated with Verizon, but just wanted to make sure that that is normal.

I then inserted a new inactivated AT&T SIM and got a "phone activation failed" message. Is this also normal?

I just got my iPhone X today and did this.

With phone off... put in sim.
Turn on phone
Go through the complete activation process, Face ID and all, via WiFi because my sim is not activated.
Once fully active, as if I was able to make a call or text with an active sim in, I turned off iPhone X and took out sim and put in my sim.
Turned back on and worked great. No issues.

Which model phone did you buy? and did you pay full price for it ? and lastly which store did you purchase it from?
 
Other than putting a different carrier's active SIM in it, is there any way to check to see if it is actually unlocked.

I did nothing with iTunes. This is all done though the phone.

To me, it sounds like you did not go though the full activation on the phone with the Verizon SIM. You should get to the point where it is like any other phone and you could make calls or text if it had a working sim, if the sim you are using is not working.
No. I don’t think you messed up by putting in the att sim because it does not sound like you went through the entire process of activation with it.

Start over with the Verizon and hopefully all will work.

It is from Best Buy. It is the universal model. 256gb on AT&T next.

Why does this only pertain to best buy purchased phones?
All iphones sold from anywhere but the apple store (Best buy, walmart, target, kmart, etc) must contain a reseller flex policy. This is an agreement between apple and the retailer. and or the carrier alongside the retailer. This doesnt only apply to best buy but all official retailers who resell.

If activated with a Verizon SIM you can use any other carriers SIM with an iPhone purchased through Best Buy.
If you activate with another carriers SIM it will be locked to that carrier. Be very careful with T-Mobile and Best Buy iPhones. If they activate using a T-Mobile SIM card they will be locked to T-Mobile and T-Mobile will be complete d-bags about unlocking it.

This is not true at all. Best Buy iPhones are subjected to the US reseller flex policy. I had a 6s locked to T-Mobile because of this very recently and it took way more time than it should have to get it unlocked.

How did you manage that? I put a T-mobile SIM like a jackass and it locked to T-Mobile but they refuse to unlock it because they say it’s not a t-mobile device (the phone’s imei isn’t in their database). I meet all the other unlock requirements. Apple passes the buck even though it’s their server and rules so I’m stuck with a 1200 dollar iBrick since I’m living abroad now. So any advice on how you managed the impossible feat would be greatly appreciated.

Just to clarify, this wouldn't apply to carrier stores, would it? If so, I'd rather go to an AT&T store and activate with a Verizon SIM to unlock it, but I suspect the carriers sell the model locked that corresponds to them (meaning the chip without CDMA for AT&T and T-Mobile), just as Apple does when you buy from the Apple Store on a carrier installment plan.

Carrier Stores has their own policy. If you purchase the phone from AT&T store at full price, it will still be locked to AT&T and you can request an unlock after 60 days. IF you buy AT&T model from Apple store full price it's unlocked.

What about the model of the phone for carrier stores? Someone else said all non-Apple Store locations sell universal models on the U.S. Reseller Flex Policy, but I would assume T-Mobile and AT&T carry the non-CDMA iPhone model with the Intel modem.

Carrier stores sells specifically their model. So AT&T/T-Mobile will sell you the one with intel chipset and those don't fall under the U.S Reseller Flex Policy, since they are being purchased directly from the carrier store. Verizon/Sprint will sell you the model with the CDMA in it which is the Qualcomm model, also don't fall under the U.S Reseller Flex coliy if purchased directly from the carrier store.

Best Buy/Target/Walmart will sell you the sim-free model but they will bring out a separate carrier sim but those will be locked to a carrier once you insert their sim, with the exception of Verizon (not sure when that will change).
