Yes, I'm totally surrounded. I don't think I actually lost any speed by 'upgrading' to the new plan (probably due to network load or something). But this does make me question whether or not the change has any real effect.

I called to update between my 2 lines as well. I've been doing a few speed tests between the 4 and 4S and I'm not seeing much of a difference either. My area does have HSPA+/"4G"
 
I went to my AT&T account and clicked "View Recent Usage." It shows two different data usage colums for me with notes that each is prorated on the date I activated my iPhone 4S. The "old" column is labeled "Data GPRS WAP UNLTD DOM - CMB1" and deactivated on Oct 14 and the new column is listed as "Data GPRS WAP UNLTD DOM - CMB5" and was activated on Oct 14. Both show the usage as "xx MB of Unlimited"

Looks to me like a change in data products between my 4 and 4S.

I tried to make the change via AT&T's web site and at the final step of the process I get this message:

"F931: The feature you are trying to add is not compatible with the phone/device on record in the billing system. We have noticed that the handset you are currently using is different than the handset on record. Updating the information will have no affect on your current contract. For assistance with the feature, please call Customer Service at 1-800-331-0500 or 611 from your wireless phone. "

My fiance's line was eligible for an upgrade so I set her up on my old iP4 and took the 4S. I guess I'll call and make the switch

It's possible, but given that this didn't happen in previous years upgrading between 3G based iPhones, it SUGGESTS there's something different. Just one more bit of interesting data at this point, so I thought I'd post it.
 
Your input is definitely appreciated. I think we're all just trying to get to the bottom of this.

AT&T has done a lot of things differently this time, including registering the 4S' IMEI number to my wife's phone number. They never used to track devices like this, either.

Also, this is the first time that I've seen them update "My device" on the website without me notifying them of the change (they had the 4S on my account and the i4 on my wife's when I checked before calling this afternoon).

1. Upgraded @ Apple store last Friday to new iPhone 4s
2. I live sorrounded by HSPA+ area in Boca Raton FL (as per AT&T map)
3. Still my speeds are +/- 2Mbps/0.97Mbps (same as my iPhone 4)
4. My Plan says Unlimited Plan for iPhone 4S ($30)

Many people won't see any speed increase b/c of density in certain areas. However, everyone coming from an iPhone 4 should see a much lower ping if they are on the right plan.

Exactly same boat here in South Denver, CO. :( Is there no way to determine that we are actually on HSPA+ somehow? My roommate's iPhone 4 gets identical speeds to my 4S. Done many speedtest's.

No this is very common. They always ask to register the IMEI of the assigned phone to the line of service.

The automatic feature you are seeing in your My Device on the AT&T web site has been there for quite a few years. It is an automated system (DEER) and when you connect your phone to the AT&T cell network, your device self-reports it's IMEI as part of the connection.

This provides the ability to in real-time update the device that you see in OLAM. However, this is not always 100% updated so you have the option to override it to get customized help / support for your current device.

Note: The system also maintains a history of recent devices that the Care Rep can see when they look at your line.

I've been with AT&T for 15+ years and this is the first time I've ever had a device that wasn't purchased directly from them as an upgrade self-update. I was actually very surprised to see it when I logged in earlier today.

I've also done at least 3 upgrade swaps with my wife over the last few years and have never had an iPhone arrive "locked" to her number. Used to just be a simple SIM swap before activation.

Wow with the new pricing, my entire T-Mobile bill is about the same price as just the ATT data plan. And my HSPA+ is faster.

I'm pretty sure the guy I got "Michael" had no idea what he was talking about:

OK, since the image didn't work, what the chat guy told me was there was no difference in the plans, the phone automatically gave you increased speeds with the HSPA+ network. When I asked why there were two unlimited iPhone choices if they were identical, he said, once you pick the 4S plan, you willnot see the other plan as an option (Oooooookaaaay...)

Called and verified that the 4S plan does in fact allow you to access the faster network.
I'm another user who swapped my iPhone 4 SIM into my 4S when I got it, so I asked about this and was told I would need to use the SIM that came with the 4S to move to the faster plan. So when I get home, I'll need to call AT&T, give them the info off the new SIM and then they will move me to the 4S unlimited plan.
 
Ok so I also called in AT&T. They moved me to the 4S data and said 'yes that will give you '4G' speeds'. and I also moved my old sim from iPhone 4 to 4S they said sim should not matter. I'm also in HSPA+ KC area, but so far no data improvements.

Did you order from Apple?

That would explain the iPhone 4S arriving tied to her number. This is the same issue as last year with the iPhone 4 and Apple. When the box is scanned in China, the IMEI and the ICCID are parked on the line of service that the upgrade was ordered against. This is why the iPhone want's to be activated using the paired phone and the Micro-SIM on the upgrade line.

If you ordered from AT&T you were able to just swap the Micro-SIM and go since AT&T uses a different activation process.

Makes sense, must've ordered from AT&T last time.

Anyone know if it is possible I need a newer SIM to get the faster speeds (I'm still using my i4 one)?

My account doesn't show 2 different unlimited options, and one of my phones i just popped a sim in to do a swap.

My only fear with a model specific data plan (in this case unlimited data pro plan for iPhone 4S) is that when the new iPhone comes out, AT&T doesn't let you grandfather your unlimited data because you can only use it with the iPhone 4S and not the newer model.

2gb tiered pricing would suck with all the data sensitive new apps and features coming out. And they don't even let you rollover unused data to use for the next month like they do minutes, so you essentially lose what you already paid for.
 
Just got off the phone with ATT. Told them when I got my new iphone 4S all I did was swap out Sim Card since the 2nd phone was ordered through a new line. She wasn't able to add the unlimited data for the 4S until she realized I needed to switch over the new IMEI#. once that was done I asked her if I should see an increase in MBps and she said I should. I hung up once all that was taken care of and downloaded the speedtest app, ran it and I am getting the same exact speeds as before the change. around 94-105 ping 4.75-4.90 down and 1.0 up. Not sure what to do. I can't complain because it's not that slow, however I am going to complain because one of the reasons I upgraded was because of the HSPA+ speeds. I'll probably double check my account online and give it till tomorrow to see if the new speed kicks in.
 
Something still smells here concerning this new iPhone 4S Unlimited Data plan that just appeared last week during pre-order. It has a new feature code but the tiered iPhone data plans have not changed to have a unique feature code for the iPhone 4S only the unlimited one. :eek:

Until we get more data points, I would not be in such a rush to switch to the new iPhone 4S Unlimited Data plan unless you just have to have the fastest speed test.

according to the two different att reps I spoke to today, they confirmed the plans for i4 are the same as i4s; there is no difference. there is a new classification "enterprise", but that's for business accts.

if you have the unlimited iPhone plan, you get the highest speeds available, regardless of your phone
