I suspect that you would more luck going in store and speaking with an actual representative/ manager.

I know the ATT store I use is usually pretty flexible when it comes to upgrades/ fees/ etc...

Certainly can't hurt anything.

Unfortunately by trip to the AT&T store faired no better than my calls -- except my request was rejected in a much more summary and rude manner. They seemed to take my interest in getting the VZ iPhone before I qualified for an AT&T upgrade quite personally.

I did it too. I think it helps if you are the main line on a family plan and your bill is over a certain amount every month. In any event, I bought the 3g in August 08, 3GS on launch day, and the 4 on launch day and have always paid new contract pricing. Maybe my timeline is off, but definitely the 3GS summer of 09 and the 4 on launch day in June
 
I witnessed a coworker do the "appropriate number of F-Bombs" trick with some poor level 1 service desk guy over the phone. The coworker had a problem with a printer at home, and his wife was pushing him to call in to get it fixed. He actually asked the guy on the other end "how many expletives do I need to use in order to get you to escalate my call?" When he got the answer, he promptly dropped the appropriate number of F-bombs and was immediately escalated in a satisfactory fashion!:)
