You're right, they didn't.
The only time they did it across the board for all customers was for the iPhone 4.
They were trying to lock in customers for 2 more years before Verizon got the iPhone.

I was not up for an upgrade until Sept 2014 but they will let me upgrade on Friday because I have been with them since 2002, so I guess that helps.
