AT&T Ordering / Non-Sub Price

Hello everyone,

I was wondering if ordering through Apple's website could I purchase a iPhone 5 for AT&T at full price since I am not eligible for an upgrade. I know the unlocked will probably be out later on, but is it possible to purchase a full priced iPhone from Apple to use with AT&T?

From what I understand, AT&T just says you "elligible to upgrade at full price", which means you can upgrade.
