AT&T quietly moving 2011 upgrades already?

I wonder given the tiered data plans whether they will offer early upgrades to those on tiered plans vs those of us on unlimited plans? Yet, another way to get people off the unlimited plans perhaps?

I highly doubt AT&T knew that Verizon would get the iPhone.
