As a bit of an update, I finally got to give this a try and IT WORKED! Verizon mini running on AT&T $25 1GB plan. Didn't need to hit the New Zealand site for a APN, it "just worked" as soon as I subbed in the AT&T SIM card. 4G is fast enough for my needs.

Again, thanks to those who showed the way! I'll probably have year-round cellular now for only $100/yr.

Even better is year round cellular for free with the T-mobile 200MB/month free plan. Activated it with no problem on my Verizon iPad mini. :)
 
Can't quite squeak by at 200MB but I'd love the details of how you got that activated. Is it just buy a tmobile SIM and sign up somewhere? If so, where? Any special steps?

Buy a sim and out it in the iPad of course. Turn off WiFi and then go to settings, Cellular Data, View Account. From there, it will guide through setting it up. It's all done on the iPad.
 
Why Not Tether to Your Windows Phone?

I have AT&T and while tethering I can speedtest 28mps on my iPad mini through their cellular connection on my Windows Phone. That charge is an additional $20 a month to my plan, and allows me an additional 2GBs of data on the months that I upgrade my plan. I don't see how paying the extra cellular and then paying for these crap plans makes any sense.

In my case, there's no cell phone and cell phone service toll. iPad mini + VoIP + earbuds with mic covers all of my "cell phone" needs just fine. That plus this AT&T plan makes my annual cell phone service cost $100 give or take. I prefer that to $400-$1100+ that some pay to also have a "real" cell phone. My needs are simply such that I don't need one and use VoIP on the mini to cover the occasional situations where I do.

$5 for 250MB is ridiculous. You can't even watch a single movie on Netflix with 250MB. What garbage.

Because AT&T makes you pay twice to use the same data.
AT&T gives you choices...All carriers make you have a data plan just to own a smartphone. Yes, I have a AT&T data share plan...we pay $90 per month for 2 phones, unlimited talk and text 3 GB of data , any unused data at end of month will roll over for an additional 30 days. The last thing I want is to be locked into a monthly data plan for my iPad. 95% of the time I am on wifi. However we live in a rural area and all we can get for Internet is DSL..no cable and it drops often since the lines have not been updated in over 30 years. I use the $25 3 month 1 GB plan for backup and occasional use away from home. When we go on a RV trip I activate the $50 monthly plan, making sure I cancell the automatic renewal when I get back home. It is great to only pay out when you want to and the amount you want....saves me hundreds of dollars each year.
 
When I try to access the account info from the iPad it gives me an error saying I can't see the info from there. Hmmm. Our ATT plans are the old unlimited plans ... I was just betting I'd need to change to Mobile Share to have access to the $5 option which is all I need. I use the iPad as a POS system once every 3 months and use less than 250MB.

The plan Is separate from your phone cellular plans and you can only get to it thru your tablet. You activate it when you want and is not automatically renewed...the monthly prepaid plans do auto renew, but you can take it off auto renew any time you want. I activate the $50 monthly plan when we leave on a RV trip and deactivate it when we are within 5 days of returning home. This means I may only pay $100 a year as opposed to $600 a year monthly.

Yes, I, too, am using the $25/3month/1GB plan here, too -- just a couple of days ago, in fact, did it again on my iPad Mini. I have it on both of my iPads and although I don't need to use it often, when I need it, I've got the cellular data plan available to me and this has been very handy.

And, yes, it needs to be set up on the iPad itself.
