Not necessarily; a lot of Power Sellers offer free shipping as it makes your listing stand out and command a higher price. A free shipping icon is also listed next to your item in the search results and I think it improves your "Best Match" ranking as well.
And I don't know if this is still the case, but eBay used to offer seller discounts for providing free shipping.
