I would go with the AT&T, no doubt. The DC area has very good AT&T coverage and as seen over and over, AT&T data speeds are much faster than Verizon. Since it's an iPad, you just want to make sure you get the fastest data possible, and in DC it's AT&T. Also, if you are traveling internationally, the AT&T iPad will prove to be much more versatile than the Verizon.

I did some comparison with my friend's ipad 1 and browsing speeds were nearly identical. Streaming of netflix was definitely faster on at&t however with data limits, that does not matter.

I think I am going to enjoy the best of both worlds and tether (jailbreak) at&t iphone when needed.

Grandfathered Unlimited plan- I find the AT&T speeds in the DC metro to be faster and more consistent. I am mostly in Arlington and DC- never had a connection issue.
 
I would say in DC you are fine with either AT&T or Verizon. Verizon will definitely be more consistent on the whole, but consistently slow. For instance, at home in Adams Morgan, AT&T barely works (1 bar), and I get about .3M to 1.2 M download speed. Verizon gets 1.5M - 2M download there. Down the street from my place, AT&T speeds up to 3M - 4M download though. At my office in Alexandria, Verizon 3G gets .2 M - .5 M, AT&T gets .08 M- .3 M.

In the metro, Verizon does work for longer in the tunnels but will eventually crap out in some spots, however, it does work for way longer than AT&T does. The MOMENT you leave the station, AT&T cuts out, Verizon keeps going through various parts of the tunnels then cuts out sometimes.

The way to go is Verizon 4G :) I am getting 7-12M download speeds on my Thunderbolt. Turn on WiFi tethering, and viola... very fast iPad connection anywhere!
 
It seems to be a toss up. I'd love me some 4g, but with unlimited data it does nothing for me
