I guess I am just confused because it is pretty clear what their direct stance is. This is how all the teclos operate.

Verizon only throttles its highest users during the periods that it's necessary for multiple people to share bandwidth on a congested cell. If there's no congestion, there's no throttling. It's a policy that at least makes sense and seems pretty fair.
AT&T continues to throttle its highest users for the rest of their billing period, even if they're the only ones on a cell.
