ATT upgrade eligibility moved up

Does this mean I'm fully eligible for an upgrade ($199 + 2 yr contract?)

It said the same thing about a week ago when I checked. I have an iPhone 4 that I bought right when it came out.

Are you sure? Mine is specifically saying that I have to pay $250 + $18 if I want a new iPhone.
Im still not eligible for an upgrade until 11/22 i received my iPhone4 the day before launch day
Its true. AT&T has begun moving up the eligibility dates, I just checked and it says that I am now eligible to upgrade, last night it was stating November 21, 2011.
If it was a full upgrade it wouldn't have said $199 + 2 year contract. It would have just said you can get it at the 2 year contract price. Yours is probably the same as mine which says 2 year commitment pricing +$250.
ETA: Also if you see a date that's when you can get a full upgrade. If you don't see a date then you can get a full upgrade now.

Right, but in HXGuy's case it didn't say he had to pay anything on top of the $18 upgrade fee.
Plus the other 3 lines on the same account do say that it's $250 on top of the phone price to upgrade.

I am hoping that it is just making it's way around to everyone. I am sure it takes time but I am discouraged none the less.In case it helps, the message I get is:

This line has been out of contract for a few. When I bought my ip4 last year I used a different line's upgrade as I didn't have an iphone on it when they bumped the eligibility.

You're right I read it wrong. When he said $199 + 2 year contract I took that as meaning that's what his text said. Yes it didn't click that the bold was all his text said. It's early and I was up late so my bad. Basically if you can fully upgrade you won't see a price or date which he didn't according to what is in bold.
I've been off contract since June. My wife decided to buy the 3GS on the day they dropped the price back in June of 2010, when Apple announced the iPhone 4, and as of right now she's still stuck with the $250 upgrade penalty until Feb 2012.
