I purposely avoid tolls because tolls discourage me from taking those routes.

Well it all depends. Where I live there is no toll booths where you can physically pay a human when going through the toll. Additionally there is more than one foreign company that owns toll roads in my area as well. So if you think you will be billed on your "toll tag" you find out several months later that you owe over $100 in late charges because they supposedly sent your bill in the mail. Avoiding these foreign owned roads saves me a lot of money if that answers your question.
