I spent some time practicing with my kids when they were learning, but left most of the training to instructors at their schools. Among other things I knew they were more likely to listen to their instructors than to me. Both ended up safe drivers.

I, too, prefer to back into parking spaces so I can drive straight out when leaving. Fortunately, backing up safely is facilitated by cameras and sensors, which didn't exist when I learned to drive 50 years ago.
 
Around here you can't legally get a learner's permit before the age of 15 (maybe even 15-1/2?). I am not aware of any off-road locations where it would be legal to drive a car without that permit. It would have to be on private property I suppose.
 
Yes, we have a great place for practice driving - a baseball stadium. There is a 4 lane "ring road" around the empty (when there isn't an event) parking lots. But, it's public property. Traffic and driving laws are still in effect. If you have a learner's permit and a licensed driver 21 or older in the passenger seat, you're legal. If law enforcement is willing to look the other way, then you wouldn't get stopped and ticketed/fined for not having a permit. Getting away with something is not equivalent to being legal.

I suppose the risk factor of being slammed into by another vehicle gets the excitement juices flowing for some people. I wish I knew, jokes aside, because that kind of behavior outside of heavy traffic is incredibly dangerous. Better to go faster than you should rather than slower when merging.

obviously if it was a much more congested main road, you would be a moron for backing out into the lane across from you. I've seen some of the stupidest driving habits ever in my life and ive never ever seen anyone do this before on a busy road.

A lot of people who drive big cars ,Trucks or SUV’s often don’t take into consideration where they park and if it creates a blind spot for the other person backing out of their driveway.
The city should have some responsibility too. In Asia they often place mirrors in places where blind spots are created for people trying to enter an intersection or exit out of their driveway. Don’t see that so often as one does in Asia here in California.
The other bad drivers are drivers on the freeway who change lanes into the slow lane from second to right land where people on freeway are entering freeways from exits. Common sense should tell people that you don’t change lanes into that lane when people are entering. Either you enter that lane before or after and not during when people from freeway entrances are trying to merge onto freeway.

It's either ignorance or arrogance or fear. Drivers who fear merging would go slower, expecting that other drivers will have an easier time avoiding them. In that respect, their action is considerate of others. The arrogant ones just do whatever they want, and don't care about others. The ignorant ones just aren't thinking and are oblivious to that enterprise.
