Here's a new theory: If you set-up as a new phone and not restore from previous backup, it appears. (For me, this time, at least).Oh, well then that throws that theory out, lol.
Seriously, iTunes probably broke the folder before you saw it.
One thing I've noticed with Beta 4 is that individual calendar events can be viewed in landscape orientation. I don't recall that being possible with earlier betas or OS 3.X, but I could be mistaken ... ? In any case, it makes me wonder if they're working on a landscape calendar view, perhaps even one that will (finally!) have week view.

There's a tiny change to the Photo app in that you can finally view your Photo Roll in a different orientation—unless you have Orientation Lock turned on that is.
