what's confusing to me is that target has the iPhones at $50 more than their retail price (like at apple), before the gift card. am I the only one seeing that? iPhone 11 starting at $749 instead of $699. and up. weird
I noticed that too, but what is even more stranger, the monthly payment are still reflective of regular (apple) prices, so I don't know why they would list the retail price of $50 more when the monthly payment don't reflect that.

I don't like trade-in purchases being called "deals" since you're giving them your property to receive a rebate. I suspect you'd get more money back if you just sold your old device on eBay, so these deals are actually more expensive for you.
Generally, I would agree with you but that is not always the case.
Verizon is giving $300 credit for new line or $200 credit for an upgrade for these phone. If your phone is lower tier phone and the oldest off that list, for instance iPhone 5s, or Pixel, Galaxy S4 or some moto phones, there is no way you are even able to sell those phones for $50 (after ebay fees and shipping etc) so a deal like this is an amazing deal.
on the other hand, if you have 1-2 year phone, higher storage capacity, new battery and in perfect condition, getting $300 or $400 is a slap in the face. (I would never trade-in my X to just get $300 for it)
All in all, you need to carefully evaluate each deal to really know what is what. In the past I took advantage of such deals by buying the lowest acceptable phone on craigslist in order to satisfy the promo and kept my actual phone and traded-in Craigslist junk.
