A company is not obliged to honor everything said by its employees, especially when statements are made in conflict with the company's written policy.
This is only true is some states, as each state has different law regarding this issue.
I can tell you from an Insurance standpoint, in some states, if a representative of a company offers a customer a price, correct or not, the company has to honor it, while in most states it does not.

I have asked my local Apple store about this in the past, they stated it is something their specific store offers, however: they were very clear in that each Apple store is different, and not all Apple stores offer this. I was told in general, most Apple stores offer a 30 day window as a courtesy to trade your recently purchased MacBook for the updated version, but again not every store does.

This might be the answer. I spoke with somebody from my local store here, so he may have been speaking about their specific store policy. And I asked whether I could bring in an item bought online within that 30 days (if the item was upgraded and I wanted the newer one), and he confirmed that as well.

Anyways, personally I got the 2.9Ghz 13" cMBP, and I'll only be going in for the exchange if they update those with Haswell.
 
I picked up a nice 13 inch rMBP last weekend. If a refresh comes out Tuesday, I'm still in the 14-day return window. Can I return this model and take a new one home?

Did you buy it new or refurbished? If you bought it new, I see no reason not to return it and get the refreshed model.

If you bought it refurbished, then you have to determine if giving up the money saved is worth the newer model. On a 13-inch, I doubt the savings would have been that significant, so I probably still would return and replace.
