False. A1633/4 has band 12. The only difference is it also has band 30

Thank you for clarifying, I have changed my mind as well and will exchanged it for the SIM free unlocked version. I believe it is A1633 and now from what I'm reading it has all the bands the A1688 has plus band 30 right?

Ask for $60-70 partial refund from the seller so you can purchase an IMEI unlock. If he doesn't want to play ball then you will have to stick with the dispute as item not as described and receive a full refund. Then you will have to ship back the device back to the seller with trackable mail with signature confirmation to cover your behind.

well dont know if it is too soon yet, but I have had no reply so far, so i guess I should just wait and if I get no reply from the seller by the date ebay set, I will ask ebay to step in.

even if I dont win an ebay paypal case on this, I think I could probably turn around and sell the phone myself again but I will be honest and say it is locked.

if I get an imei unlock, where or whom would be the best place?
 
I'd wait and let eBay intervene.
Clearly the seller is at fault for falsely selling a locked phone as unlocked.
You will get your money. You have PayPal protection from fraudulent sales and this is clearly misrepresented as unlocked.
Swiftunlocks sells imei unlocks for AT&T iphones but they are not cheap and you shouldn't have to pay when you bought a supposedly unlocked iPhone.
