Call from a strange number, not 10 digits

I've gotten calls from telemarketers before and ive looked them up online and it hasn't been a big deal. But today I got a call from

+91 20-3

The call was empty and then a voice said thank you and that was it. I googled it and found no info on the number, any thoughts?

Could be one of those long-distance charging scams.

I got a call from "10" at home yesterday.

I didn't answer.

But it could be ID spoofing or as stated above Internet based call IE Skype, Fring etc.

Looks like a military base call out to me. I have a friend in Iraq and when he calls home it looks really strange just like that.

I get calls from 1010, sometimes.. no message left. /shrug
