Camera Roll and iCloud sync issues

I've searched all around but maybe I'm just blindly looking over it but can't seem to find an answer.

So when I take a photo (iphone or ipad) it goes to my camera roll but does not sync with photo stream. If I take a screenshot, that will sync and appear in photo stream and ultimately back to photos on the mac desktop. I've turned on/off both photo stream in icloud as well as under the photos setting. I've also done this by turning on/off the phone. logged in/out, Same result.

Camera roll photos will not sync with photo stream. screenshots will. This happens with the standard camera app as well as any other app that takes photos. I've even forced quit the camera apps to see if they will sync then. they do not.

15.4 not uploading to photo stream HEIF photos

Upgraded to iOS 15.4 and now photo stream isn't working with HEIF but will work when the camera is switched to "Most Compatible" so if you are having this issue that is a work around until apple fixes this.
