I've setup a custom domain and email accounts for the family. Trying to setup a new Apple ID account and go through all the steps, verifying code sent to email and verifying code sent to phone number, but then get the error "Your account cannot be created at this time.".

Tried on phone and at account.apple.com. Same thing.

Contacted Apple support via web-chat. The rep was pretty vague but sent me a link to the Apple Internet Services Terms and Conditions and said the email address could not be used.

The email is in the form of user@lastname.me

Are email addresses ending in .me domain suffix not usable?

my first thought was “no” but realized that’s for @me.com accounts - not .me domains. I don’t see why it wouldn’t work; Apple may need to clear it in their system though.

Thanks. Any idea where I would go to get someone to clear it? The chat guy basically just threw their T&C at me.
 
Chat or phone support... it's not a super common request so if they claim ignorance ask to be escalated to a Senior Advisor (which will be a phone call if you're chatting, FYI)
 
My gut feeling is that it's a red herring. Apple wouldn't be deliberately blocking an entire country, and if there was a bug then I'd imagine it would have been fixed years ago.

If you're hosting the email address yourself then maybe check Apple's guidelines. They're more around sending mail, but it's possible that something's getting in the way.
 
I may be wrong but, I don't believe it is possible. As far as I am aware, Apple is no longer supporting the creation of new @me accounts.
