Do the carriers allow Skype calls over cellular? I thought the carriers blocked Skype and FaceTime over cellular. I don't use FaceTime that often, but I remember opening that app when new and a popup asking me to get on a WiFi network to use it.

Yes, on my T Mobile cellular iPad I can make Skype calls over cellular.
 
iPads can connect to an iPhone to make and answer calls. So the answer is yes, but you need an iPhone that has a phone number.

Alternatively, if you have a data connection, you can use FaceTime audio or something like google voice.

Open FaceTime and dial from there. There's no dial pad, you just type the number or contact name. You can make conventional voice calls from there if your provider supports it
 
there is no way LTE can be used to make cellular phone calls at all
even with a paired iPhone , unless you use something like google hangout

I don't know the exact requirements for making LTE-based phone calls, but this statement is incorrect.

My iPhone is on AT&T. But at home in the US, my iPad Pro uses a Verizon SIM, and I can routinely make and take AT&T NumberSync phone calls while on Verizon's LTE network. I assume this is UMA/GAN technology behind-the-scenes using TCP/IP over Verizon's LTE network.

Right now I'm in Portugal with a Vodafone Portugal SIM, and AT&T NumberSync phone calls from my iPad also work here while I'm on Vodaphone's 3G/4G network.

Note the reference to both Wi-Fi or cellular data to make and receive calls on my iOS FaceTime Settings screen:

You can also sign up with Rebtel. You can use it on both phone and ipad. You can select to use phone or cellular data or WiFi. And its probably the lowest cost service worldwide. If you are in USA or Canada, an unlimited USA / Canada plan is only 2.00 a month! But of course you require internet connection.

Yeah... nobody uses Bluetooth anymore. ;)

If an iPad had a voice cell chip in it so it had its own phone number without having another app running it, I'd be there in a heartbeat.

FWIW, I haven't held an iPhone up to the side of my head in about 6 months. BT Headset works for me.

I make & recieve phone calls on my iPad all the time with Google hangouts. I have a Google phone number and people can leave voicemail that gets sent and transcribed to my gmail account. Works great.

You can put an iPhone SIM into an iPad. You just need to install the corresponding APN profile from unlockit.co.nz to make it work. Keep in mind that it is against most carriers' policies to use an iPhone SIM in a device other than a phone. There is usually no such restriction for using an iPad SIM in an iPhone.
 
i have not had a cell phone since 2010. used (android) tablets in the 7" range and google/voice and now google hangouts. all you have to pay for is the data. my bill is only 15$ a month. i live in the USA.

works great on my ipad pro also, but its a bit big. imagine ordering a uber on the 12.9 ipad pro in LAX. i did it but its not convenient. i would just get a unlocked international phone and use data only to run net/calling/text.

I've been using my iPads for phone calls ever since Calls from iPhone/wifi calling was introduced. Love it. My only gripe is the fact that I can't access my voicemails from the iPad. Since I screen a lot of spam calls that's an issue for me. If they gave us a way to do that, phone calls on the iPad would be 100x more useful to me, especially now that voicemails are transcribed. Hopefully soon...

There was a time a few years ago that I forgot my phone at home and all I had was my iPad Mini 2 on T-Mobile. There was an app that has been discontinued now that I always kept on the iPad just for such situations that I could make any phone call on. It worked well although the call quality wasn't all that great. It was good enough for those rare situations.

Not true. It all depends on the carrier but I've never experienced a problem using a phone SIM in an iPad but have the other way around.

My Verizon SIM for my phone plan and my dad's AT&T SIM for his phone both work in my iPad.

But my T-Mobile SIM with the free 200MB/month for tablets and my AT&T SIM for my unlimited data plan (the new DirecTV plan) for tablets do not work in a phone. They're blocked from being used on any device that's not a tablet.

Maybe in the future someone will invent Bluetooth headphones so that you don't have to hold a 12" iPad Pro WITH Cellular up to your ear. Samsung has Circle and Gear which can be used for making phone calls on the Note 10.1.

I will ship a dictionary to the "geniuses" at Apple that sell an iPad WITH Cellular that CAN'T be used as a cellular.
 
An international iPhone sim can certainly be used in an iPad, for data only.
i, too, have not maintained a cellphone for some years. Still got a couple of dumbphones gathering dust somewhere. Skype etc work just fine.

The issue I have with no phone app, besides not being able to make phone calls, is that every time I take my iPad in to check my account, the techicians have to remove my SIM to look up my account details. There are more disadvantages than just "no phone" when the phone app is missing. I am also not able to check my balance (*900*700), etc. I want my Cellular!!!
