Actually, I believe Givmeabrek meant that any iPhones purchased at AT&T websites or AT&T Store are locked even if purchased at full price. This is true and I believe that there is a 60 day wait period before you can request a unlock? I'm not on AT&T anymore so I wouldn't know how that works.

But yes, AT&T model purchased full price or on iUP on Apple.com or purchased in Apple store at full price are unlocked.

Sort of makes sense. If you sell one for a profit, it reduces the cost of the other.
When the Apple Watch first came out, I bought two. The one I sold on eBay paid for the one I kept.

It appears that my mistake was purchasing from AT&T. I should have bought a no contract T Mobile from Apple for it to be free of all strings.

All phones purchased through AT&T are locked, whether you pay full price or not.

You are eligible to unlock said device after the 14 day buyers remorse period through att.com/deviceunlock as long as it’s paid in full.

During those first two weeks, the phone can only be used on AT&T.
