Just seen, that you are talking about DropBox. This might be different to One-drive. My comments talk about OneDrive behavior only. Sorry
When we get to detail (like you and @izzy0242mr are doing) the differences between Dropbox and OneDrive implementation become apparent. Because the implementations are not fully understood, we get confusion (and irritation). Blame Apple, Dropbox and Microsoft.

@Prince_Charm, @mbender71 - I have added "Cloud Storage" to Spotlight's Privacy Pane. But that removes all search results within OneDrive from SpotLight searches. Once I removed "Cloud Storage" from Privacy Pane, I can find files in OD through a search, but can't open them. Sometimes, non-PDF documents will open, but have not been successful with PDFs.

Any other thoughts? I have also reset OneDrive, rebuilt Spotlight index, etc.
 
Yeah, I would hold off for now on the upgrade if you can. I chose to opt into the beta and wouldn't have if I'd known about this bug.

Searching in Finder works for now, but searching from Spotlight—the only way I really search for stuff on the fly—is badly broken. Heard a rumor on the Dropbox forums that macOS 13.3 fixes this, but that's in beta and I'll believe it when I see it.
UPDATE: macOS 13.3 now fixes this issue.
 
I can confirm that 13.3 fixed the issue and I could remove "CloudStorage" folder from Spotlight privacy pane.
But I had to rebuild the SL-Index. (Put whole Harddrive into private pane ... save ... remove HDD from privacy pane)

Does Command+Click work after this? Because for me it does not.

Off-topic: MS support are useless on this topic, after a week debating on the topic guy asked me if I use Windows or MacOS :( They are not even reading what you are writing in the tickets.

Wasn't MS, but that reminds me of the time I emailed tech support for one of our software providers with detailed descriptions, examples, and logs of the problem, and when he calls me up, he asks, "So what's the problem you're having?" I was dumbfounded. I asked, "Did you not get all the documentation and explanation I sent you?" He replies, "Yes, but it didn't make sense to me." 🤦🏼‍♂️ Well, maybe you're in the wrong line of work then!

It's not solved. To this day I'm still unable to open files (or even their containing folders) in my OneDrive folder using command-space Spotlight search.

It's not fixed for me. I'm on OneDrive 23.076.0409.0001 and Ventura 13.3.1

Whenever I'm looking for a file these days, I use cmd-alt-tab. From that Finder's search window, quicklook always works for me.

Let's see if the upcoming 13.4 solves your problem (or a new OneDrive version). Fingers crossed.
