For iOS 16 the ’Automatic Updates’ fine text states:

The key part being “Some system files will always be installed automatically, even if “Security Responses & System Files” is turned off.”

Is the fine text identical for iPadOS 16?

I was wondering the same thing and yes on the iPad it has the identical phrase
 
I suspect that this is just saying that if there's an emergency security update, the sort that would be necessary to mitigate something like a remote exploit that puts all iOS users at immediate risk, that the update can be pushed and installed without the switch being on.

I doubt Apple would use this in anything other than an extreme situation.
