Bell won hands down after real testing.
I picked up both a Bell and Rogers SIM and tested them in my area.
I'm in Vaughan Ontario and Bell is much faster.
1. Rogers is deceptive with their LTE coverage map. They just blanket a whole area indiscriminately when that is far from the truth. If you notice with Bell's map, it's like the edge of a jagged island, or Swiss cheese. That map is more realistic and closer to what I experienced in real term testing, it's more honest.
2. Vaughan is basically still on the fringe of the LTE coverage and I expected slower speeds. However, with Bell, it was much faster than I expected considering I'm on the fringe. With Bell, average down in Vaughan is 26-28 mbps down, anywhere from 15-26 Mbps up. Highest recorded was 32mbps down. And that was a 2 bar LTE signal. With Rogers, the fastest I recorded was 10mbps down, and the signal was weaker. Where I live, I have a Rogers cell, and the 3G strength is 1 bar, or less. With Bell, full bars 3G. Just north of hwy 7, Rogers LTE only registered 1 LTE bar (even though their coverage map says as far north at king road, yeah right). With Bell, same location, 3 LTE bars, and way faster.
So, anyone in Vaughan area, Bell is the hands down choice.
FYI, I'm on their flex LTE plan, 3 tiers. Unlimited for 2 months.

WARNING.
I bought an LTE iPad. It had issues, decided upon a Wifi model.
Called Rogers today and cancelled.
IT'S NOT MONTH TO MONTH. YOU NEED TO GIVE 30 DAYS NOTICE. OR THEY CHARGE YOU THE REMAINDER (+one extra month).
Luckily I bitched and got a credit, so buyer beware.
There is no way in hell you should be charged for something you can't use (I was willing to be billed the one month fee, but not 2!)
This whole iPad3 activation within Canada is a scam as far as I'm concerned.
That is a Rogers policy on all their products. They don't call them Robbers for nothing!
