Most likely this is just a server overload issue. I don't have Verizon but I wasn't able to connect to my iCloud backup even though it logged in and listed my backups. Just some time and persistence and it finally worked. Millions of people trying to do the same thing is not usually kind to servers. :)
 
Did you call 1-877-807-4646 from another phone and follow the prompts? The instructions don't tell you to do that but I think it is necessary. I had to. I deal with iphones for my job and whenever a Verizon iphone needs to get activated you have to follow those steps.
After I called Verizon like you said it was activated within 10 mins thanks I should have read the paper lmao
 
I'm having the same issue with two phones. I'm on the phone with Apple Care right now, but she seems clueless about it. I'll try the Verizon number next.
 
If you guys call Verizon call tech support. 2 minutes and it was activated. The regular CS was clueless and I was getting the same error.
 
I had issues at first too with the new SIM in the phone but did you guys transfer your existing SIM card to the new phone? Once I did that everything was smooth sailing.
 
I also couldn't activate until I put my old SIM card into my new phone. Was on the phone with Apple Care, and they said they had no reports of other users with Verizon having any activation issues. The guy basically told me he had no idea what to do and thought swapping SIM cards sounded as good as anything after I suggested it!
 
I had this same issue in the store with a picked up iPhone 7+, couldn't get past the ss#/Billing Zip authentication.

Turns out, I tried my SHIPPING Zip code and the same ss# and got it to work. Don't think this will solve all of y'alls problems, but perhaps for a few of you this will be the fix.

This is the exact issue I'm having.. On the phone with Apple now.

Let me know what you hear! The exact same thing happened this year and last year. Last year I solved it by returning it and buying directly from Verizon. But before I did that I emailed Tim Cook and got a call from Executive Support after I had already returned it. She said the engineers found a solution but don't remember what it was since I already solved my problem.

Waiting on Apple to call me back tomorrow with a solution!

You call the number and activate it.

Turn off old phone.

Turn on new phone.

Takes 20 secs tops.

This is the Verizon process at least it always has been for me.

I know we're all excited to play with our phones but read the insert guys!!

Yeah, that didn't work for me last year or this year. I didn't have an insert telling me to call a number, either.
 
How the F is Verizon closed at 8pm on the West Coast!! Called the number and can't get anyone saying they close at 11pm EST. Are you kidding me? The busiest day of the year for activations and the most expensive mobile carrier closes at 8pm PST!! ENRAGED
 
I have solved the issue- ended up being an old zip code from a house my wife lived in 10 years ago before she even had Verizon. Very odd... but I heard others have had the same issue. I would recommend putting in any zip code including employers, homes etc. you have ever been associated with.

Yes I had the same issue and the way I fixed it is, I went to my local Verizon Corporate store and they activated both phones 7 & 7+ within a few minutes.
