That model of the MacBook Air typically shipped with a spinning hard drive. 4200 RPM only, so not much help for performance.
You can replace that hard drive with an SSD, but not so simple to find the 1.8-inch SSDs.
OWC.com has good SSDs to replace the hard drive.
As you can't upgrade the memory, faster storage is your best choice, and will make a noticeable difference, regardless of the version of OS X that you choose to install.
 
Unless you need software that requires Yosemite I would recommend Mountain Lion or Mavericks. Both use less resources compared to Yosemite.

but I'm a bit worried since its a bit risky to download the DMG file from file sharing sites. any sites you can recommend? but if its not allowed here or you don't know any. its fine..

thank for your reply. yeah, i think replacing is my best option. but its gonna be hard to get one as of this time. but I will surely upgrade to that if i can purchase one. all i can do now is a software fix to my problem.

2-3 apps is fine with me but watching youtube or using flash based website is making my fan so noisy and hot. I'm aware that its because its trying to cool down the mac. any way i can reduce it without compromising my daily routine? downgrading to an old mac os perhaps?

I don't recommend using file sharing sites and I don't think rules allow posting links to them. Your best bet is a friend who has Mavericks. Alternatively you could purchase Mountain Lion from Apple...
