I think I found the root cause of this restore from icloud backup issue. no solution.
my iphone 6 plus was updated to ios 10 last Thur. when I set up iphone 7 plus, it asked to update to ios 10.0.1. After updating ios, I restored it from icloud backup, it said "cannot restore backup". I picked three diffrent icloud backups that were backed up since Thur (while my iphone 6 had ios 10.0.0.). none of them work.
I tried DFU using itune but still failed. Unfortunately, my iphone 6 no longer have any recent backup from ios 9. Then I tried restoring from very old itune backup on my PC in 2015 and it worked. but this is useless since this backup is one year old.
my wife iphone 7 plus has the same issue with the latest icloud backup (9/18 from her iphone 6 with ios 9) but I was able to restore using old icloud backup from July, which my phone no longer have.
This makes me believe that if you backed up your iphone 6 in ios 10.0.0, then update iphone 7 to 10.0.1. This would fail your restoring. if you have an old backup from ios 9, then it would work.

Read my previous post for detail. in summary, it is not hardware issue. replacing your phone will not help. if you have old icloud backup from ios 9, then it should work. any backup from ios 10.0.0 would fail to restore.
Recovering from itune does not help (even in DFU mode) since your phone is already at 10.0.1.

I'm back from my appointment. They couldn't do anything. They didn't think my backup files were corrupt since there were 3 different ones that all failed. They are ordering me a new phone and will call me when it's in. In the mean time I am going to contact iCloud support (which would be the next step anyway) to have them verify that my backups are ok so that when I go in for my new phone, if it happens again I will know if they are the issue or not.
If it's a problem with software version, then if you restore through iTunes to the latest iOS version, that should fix the problem then, but it didn't for me.
This is a pain in the butt. If they don't adjust the IUP process next year, I am not leaving the store or erasing my old phone and handing it over until the new one is restored.
