Can't click on notifications sometimes

This bug is happening when my 6s upgraded to iOS 10, and also my 7 Plus now.

The fact is when there are notifications, I pull down the notification bar and try to click on it, it cannot open corresponding app sometimes but not all the time. All I need to do is clicking on to it using 3D Touch and there will have a pop-up window, and tap that window. Have anyone also facing the same issue or just me? As I haven't find it in the bug and changes thread, thanks!

You Force Touch notifications on the 6s and 7 and pull down on everything else.

You can tap on them to simply go to the app, at least you should be able to.
