Download correct 7.0,4 ipsw to desktop. connect iphone to computer via itunes. Hold Shift/Alt and click Restore. point to the ipsw on desktop and select that.

Probably a dumb question: Won't just restoring a phone in iTunes default to the latest public release without first downloading and then selecting an ipsw file?

well depends... is Apple still signing 7.0.3

yes itll do that but itunes still downloads the ipsw file if not already on computer. i just do it this way as apples servers tend to be slower.

i know what he said and i know they still signing 7.0.3 (as i downgrade back to that earlier today) if someone wants 7.0.3 then they'll have to manually d/l that ipsw, thats what i was meaning... doing 50 things at same time... losing track of where im at
 
So not proof of anything since even that was incorrect. At least we got that in the clear. Plus the original person who posted those replies hasn't seemed to provide anything to proof anything, and appears to be unwilling to do that, likely for obvious reasons.

Well I have seen it, I just realized that was done on an iphone 4!
 
Is there anyway around this? Anyway to NOT set up as new iPhone??

If you're still looking for an answer, I have a solution.

Go and download the latest IPSW that is being signed. Then plug in your phone and shift + click on the update button. Choose the IPSW file. Let it work its magic and you should be on 7.0.4 without losing any data.
