can't get past data plan selection on apple.com

mine game me a registration number and it will email me when it's time to complete my order so didn't even get to that part...

ah, it gets stuck loading the last item. you have to wait for it to finish loading to continue. i quit and started over, so I'm working my way back in...
 
I got the same reservation number with instructions to watch my e-mail and they would notify me when it was time to select a data plan and complete my order. This phone is replacing a non-smartphone with AT&T that currently has no data plan. I wonder if that has anything to do with it.

For those who have had completeed your order with AT&T, are you replacing a phone that already has a data plan?
 
wait for all items to finish loading.. turn on the status bar and watch for all to be complete before continuing.
