I found where the setting SHOULD be, and it's not there. Under Settings > Cellular > Enable LTE, instead of there being an arrow and allowing me to change the settings for LTE, there's just a toggle switch. It's toggled on, because it's green, and when I toggle it off nothing changes besides it being turned off. I checked my SIM card to make sure that I have a SIM that is enabled for VoLTE and HD Calls, and it is. Everything seems to be how it should, and yet that setting is missing in my iPhone. I'm so confused.
 
I spent over an hour with AT&T chat support. We isolated that the SMS texts began failing after turning on Numbersync/Wi-Fi calling for devices when your iPhone is *not* nearby...and then, the tech support person proceeds to say I need to call Apple because it's part of a beta software. I was like, no, Numbersync is an AT&T feature, and then she gave me Apple's phone number. It was at that point I closed the chat window ::sigh::

Woah. I'm sorry that phone call wasn't successful. I honestly believe that it's AT&T's fault and has almost nothing to do with my iOS being a beta version. I was experiencing this when I was on the 9.1 GM, so it's been a problem for awhile. Have you just given up?

Now that I think of it I started getting errors after enabling the Numbersync functionality. I enabled wifi calling in the previous betas and it wasn't an issue
 
I'm guessing this is related to NumberSync as eyeseeyou mentioned. Same problem here. I'm sure it will be worked out before the release. The perils of using beta software.

It works eventually but sometimes I don't even know it wasn't sent until I check my phone much later. Who checks to see if their text was sent?

For the moment, yes, I've given up working with AT&T on fixing it. I have so few people I SMS anymore (hello, iMessage, WhatsApp, FB Messenger, Skype, etc.), and the benefits of being able to make wi-fi/VOIP calls to/from any of my devices outweighs this issue.

I completely see what you mean. I don't know if this is because I have such an old iPhone or what, but for some reason, my 5C on AT&T won't allow me to make calls over WiFi. I've been using FB Messenger and WhatsApp to work around the No-SMS issue, but I'm patiently awaiting a fix.

Yeah, I understand that part, but there is no arrow that lets me see those options there. There's just a toggle On/Off switch like in the rest of settings that just says "Enable LTE." It won't let me into the rest of the settings for that.
 
Has anybody noticed an improvement with 9.2 beta 4.
I think I have although it could also be an update on at&t's backend.
AT&T Tech Support created a case for this issue. They told me that they would respond within five days. Today is the fifth day so I am eager to hear if they found out what the issue is, and if there is a solution. I haven't seen any improvements so far. It's still very odd to me that I can receive SMS messages just fine, I just can't send them. I've been using FB Messenger and WhatsApp as a workaround.

Google hangouts is a pretty solid back up also.

I had the same problem, disable numbersync if you ever enabled that. You'll have to call ATT or do it online under your account tho
I don't even have NumberSync as a service. I have an iPhone 5c and it's not available for HD Voice/NumberSync.
 
From my phone doesn't seem to be an issue to send text messages.

Sending from my MacBook gets hung
 
So, 9.2 was just officially released and I did the Carrier Update for AT&T that took me from 23.0 to 23.1. I tried to send a SMS message....STILL no luck.

Any feedback?
 
That is so weird. I'm on Verizon and I send imessage and sms all the time to my friends. I hope this works out for you.
