Automation is nice and all, but it doesn't always have to be the answer; in this case, a user accessible manual option to reset specifically hotspot usage would suffice. There's already the global reset usage option, as noted at the end of the article, but that's obviously not always the right answer, either.
I was going to ask why would you want to reset one without the other (I habitually reset my statistics at the start of every billing month - closer to mid-month for me), but now I get that you might want that for finding problems with the hotspotting.
 
OK, but how could your phone know what those devices are? It will be able to see their MAC addresses, but how would it be able to display more information than that if it did not have access to that information? It's wi-fi, not Bluetooth.
Routers often show the hostname, manufacturer, MAC address, and IP address, though some devices may appear with generic or cryptic names.

What I'm looking for is the basics...a list of MAC addresses that show how much each is gobbling up data. That's all I want. It would be nice, however, if it could show a bit more information about these non-Apple devices such as the hostname as well the last date/time it had connected and the devices' last few connection dates and how much data it used on each date. Therefore, armed with either of these 2 pieces of data, I could at least say "wow...there are 9 non-Apple devices connected to my hotspot over the past 4 days" or "hmm, there are 5 non-Apple devices connected and 1 has used 9GB of data while the other 4 have only used about 100MB each"

This would help me understand and guess at what devices in my house (Roku, laptop, etc.) that may be accidentally still connecting to my hotspot.
