Didn’t the terms in the developer contract say that your app could be banned if you try to circumvent the app tracking transparency, at all? Or was it really limited to if they only try to circumvent the IDFA method?
I don't know if they explicitly say that today, but it would be the kind of thing that gets added if required.

They already know what to do and have known for months. There are many ways to track a user with out the IDFA. The IDFA just made it really easy for developers to implement, everyone used the same ID so it made things consistent across ad networks and everyone was using one id.

Now we are going to get "work arounds" that are more complex and will dive in deeper to the users info to generate a fingerprint for identification. They won't just be relying on your IP addresses.
One side effect will be that beyond the annoyance of properly implemented user tracking we will also have the added annoyance of badly implemented user tracking. If you think that ads targeted at you are annoying, then ads targeted at someone else will be even more annoying. Especially if your wife insists that you must have done something you shouldn't to be targeted by these ads.

(In the early iOS days I purchased a game that insisted of storing high scores using an identifier for my device. Guess what happened when I bought a new iPad - different device, all my high scores were gone. Guess what would have happened if I had sold my iPad - someone else would have had my high scores. If there's one thing worse than tracking, it is incorrect tracking).

Apple: “always appreciative when people blurt out their sinister plans ahead of time. thanks for the heads up”.

Does this article explain in any way what this method is? Did I miss it?

From the acronym it might deal with carriers, so they access the unique ID a carrier assigns to your imei or something like that. This would require the participation of carriers, if true.

This isn't surprising, and Apple's non response will be equally un-surprising. In many ways Apple is still the best of the bunch, but they bend over for the authoritarians around the world continually. Look at how they bent over with regard to iCloud encryption, Russia, China etc. The FBI/CIA/NSA et al want the ability to get into your phone, as does every other government around the world. Apple lets them if you use iCloud backups.

One hopes that eventually Apple has the guts to stand up for what they claim are their principles worldwide, but so far they are failing.

And so it begins. The CCP will have ordered this so they can continue to track every citizen.

advertising corporations have staked their whole business model on access to the sneaky IDFA treasure trove.
What are the wiretappers going to do now?

Apple can’t legally refuse to comply with a search warrant or subpoena for the evidence of child pornography, human trafficking, murder, terrorism or any other crime you have stored on iCloud.

Yeah but apple is so invested in China at the moment.

Not really. Apple don’t own any of the factories. Foxconn can easily build new factories elsewhere. It would take some time but wouldn’t cost Apple anything. I think it’s more about Apple not wanting to upset the CCP.
