It appears that closing tabs in Safari is one step further removed. I hit the three dots to the right of the address bar, then "tabs", and then I can start closing tabs. Is that the simplest approach or am I missing something? I tend to close tabs rather frequently.

You can also swipe up from the address bar or pinch in with two fingers to get to the all tabs view. If you want to close the current tab just long press on the address bar - that gives you the option to close the current tab or close all open tabs.
 
Where? I really can’t find it, and after using Tahoe for two months, I find the bottom bar design to be a major step backwards.
