I had the same safari spinning wheel issue after upgrade to 8.1. Finally, I went into Settings>Safari and deleted history and website data. I had to do that twice, but it finally worked and the spinning wheel stopped for me.
 
It looks like what's happening is Safari attempts to load a web site, runs out of memory, reattempts to download it and gets stuck in a loop hence the spinning gear. It doesn't appear to happen on the iPad Air 2 since it comes with 2GB. Why it's happening all of the sudden with 8.x is a good question. Perhaps Apple is trying to encourage everyone to upgrade to the Air 2.
 
downloaded 8.1.1 last night and I haven't been able to produce the spinning wheel in Safari...YET. we shall see. hopefully it's fixed.
 
I had this happen, once. I forced closed safari and the spinning data wheel went away.

I'm not sure if it just appears randomly, or if certain websites trigger it.
I cleared cookies and website data, then opened Safari and visited www.pcworld.co.uk

Then I started to search for laptops, then windows laptops. So far so good. Then I changed the search criteria on the upper right hand side (under 'relevance') and selected 'price:low to high'. Still all was well.

Then I clicked on a laptop to assess it and lo and behold, the spinning wheel started. Even when opening another tab and navigating to a completely different website, the wheel was still spinning. Now if I do this same procedure using a different browser, the spinning wheel doesn't appear.

Can anyone else recreate the spinning data wheel by visiting the above website and doing the laptop search as detailed?

Seems to be certain websites. I dont get it on certain sites but then do on another site. Sometimes I have even let it roll and it will finally stop on the particular website that started it. Seems its loading the page or something in the background. Just tried the site you mentioned and got a spinning while it loaded then it stopped. Then after search for "laptop" a quick little spin then stopped. And same after new search "windows laptop", initial quick spin then it stops. Thats what its supposed to do while transferring data but seems some websites it never stops. Haven't really seen it hang up in 8.1.3 so far.

However did what you did and selected one of the laptops all was well. Then went back and selected another one down the list and spinning started and never stopped. Not even closing the page. Minimize safari stops it until open safari again then it starts. Had to close Safari app to make it stop. So that site hosed up safari with 8.1.3 so not really fixed I guess.

Thanks for checking. I can recreate the spinning wheel that never stops every time on that website. It is only once I select a particular laptop to view that the wheel starts permanently spinning.

See edit above. Also just tried it in Chrome and worked fine. Never hung just quick spin and stop and selected 5 different laptops after going back a page. Never stuck spinning.

I texted a mate earlier and asked him to try it on his 6+.
He gets the non-stop spinning data wheel on that website *if* he goes through the search parameters I detailed, and then if he clicks on a laptop. He said that he left the wheel spinning for 5 minutes before quitting the site. How comes this doesn't affect you? Grr lol.

It does affect me too. See my edit on the 1st post. I have the same issue as you using Safari on that site. Not when using Chrome browser tho. It works fine so definitely a Safari issue.

Okay, I just got the same thing. Spinning wheel. I think it's a website issue not safari.

Thanks for checking. This problem doesn't occur in Chrome or Opera Coast though when visiting that same website and doing the same thing.
 
I don't have a 6 so I tried using Safari on my 5S running 8.1.3, my IPA 2 running 8.1.3, and my MBP.

I didn't really notice any thing other than some slowness loading a couple laptops on the 5s.

I didn't notice any slowness on the IPA.

I noticed bad slowing on a few of the laptops on the MBP. The progress bar made it about halfway and hung there for a while before eventually resuming and completing the page load.
 
If you are UK based try the new BBC news beta website on IOS as it creates the spinning wheel non stop everytime.

I've done a bug report for every IOS 8 version and i just get a reply saying its a repeat bug report and already noted.

Practically every website starts the spinning wheel for me. I just hard reset my phone to try and stop it, and after 2 mins on MacRumors it has started again.
