iOS 8.1 is beta testing, and there is evidence that test builds of a purported 8.2 and 8.3 have circulated as well. I haven't seen any reports of an 8.0.3 version showing up on analytics.
8.0.1 builds were already in circulation before 8.0 came out, and we all know that 8.0.2 was an emergency release that also bundled together the bug fixes included with 8.0.1 along with a few new ones.
Unless Apple narrowly focuses 8.0.3 on a very specific bug like 7.0.2 focused on the lockscreen bypass, I don't see why they would issue a minor interval update when they are actively testing a much larger update for likely release within the next three weeks.
