Well, it is not quite a crackle.
It is just like the earpiece is distorting, or something vibrating there, there is a thread about it at macrumors:
https://forums.macrumors.com/threads/crackling-in-iphone-xs-call-speaker.2143290/
And also at Apple:

Bit of crackling is to be expected from high volumes. Especially that newer iPhone ARE LOUD. Doesn' bother me nada...
I find that cellular calls on high volumes crackle more than FaceTime Audio calls.
The reason why it resolved by itself was because they updated ios and tuned the earpiece.I had this problem with my 8 Plus and it went away after some time. I noticed it when I played a song or video that I remembered that it had a crackling sound at the high end, and it was completely gone. It's almost like the speaker "broke in" in a way.
It seems replacement is not the solution, as far as i read people who replaced didn't get a good unit, one of the guys in Apple discussion forum went to the store and tested,he said all the units there had the problem.I am not trying to get the issue to stop by posting here (that is just a dumb assumption).
Just trying to know how widespread this could be.
According to other trheads, repairs and replacements do not solve the issue.
This is not a normal sound, its because they didn't tuned the system sound for some specific earpiece speakers. And it's completely abnormal.Bit of crackling is to be expected from high volumes. Especially that newer iPhone ARE LOUD. Doesn' bother me nada...

I have the same problem, iphone xs max, it's not just on speaker calls or normal calls with loud voices, but all sounds with some specific frequencys like piano music's, iPhone 8 had the exact same problem which they tuned the earpiece with update so it resolved. I'm afraid this time it's not going to happen since this problem is there for quite some time. I contacted apple support and took the routine actions to let them know that this problem is there and they should notify their engineering team. But we need more voices, everyone who's having the problem please contact the support and don't agree about replacement, go as high level as you can and tell them that this was happening with iPhone 8 too. And get a support call. I believe apple is not Acknowledge this issue yet so we need more voices.this kind of things are unacceptable with this price even some Chinese brands have better quality control and earpiece! We need to go to media like the 10 second stutter which went viral, our issue is much more important than that. And send feedback to apple please.

Exactly what we should do, share it with media, yeah any youtuber would be good to start it. I don't know how we can contact the macrumors team I'm trying to find a way to contact them and some other websitesWe had this discussion over at Apple’s discussion boards, however they keep removing my comments over there...
I tried to get in touch with EverythingApplePro on YouTube, since Apple checking his content, however no reply yet.
Anyone knows him or could contact him directly?
This has to go viral and Apple will take action.
