I didn't have elpelle6 repo like other users are reporting, however the issue was resolve for me after I repeated my original troubleshooting.

Using SSH or iPhoneExplorer (iPhoneDisk or DiskAid or anything you use to navigate your iphone file system, even iFile will work).

Go to: /var/lib/apt/lists/ - remove all packages there except for the /Partial folder

Them go to: /etc/apt/sources.list.d/ - edit Cydia.list file > remove all sources there. (file should be empty). > save the changes.

Reboot iDevice

reopen cydia, should work now

I was able to re-add the repo I was using one by one with no issues.

Final, reboot my iDEVICE.
