Did you RESTORE from a previous iPad or set up as NEW?

Not a dumb question. You'll have that option, but I'm not sure why happens if you choose it. Try it on. If it comes out weird, do a reset and set up new. You can also go to th app store and look at all the apps you've purchased for your iPhone. You can download them to your iPad that way too. Many of then won't be optimized for the iPad, but they'll work.

I restored from the cloud and after getting back from lunch, even my apps were downloaded and ready to go.

The Cloud works great. I had to replace my 4s and it fully restored itself before I got back home!

I originally restored from back up, but it added too much old junk. After that attempted I restored as new, it was pretty quick.
