I'm having the same issue and Apple phone support said they will call me back with advice. Will post back if I get any better advice other than setting up as new. I'd rather wait for a bug fix than lose my data.

Have you tried 'Reset all settings'?

Supposedly this will be addressed in iOS 9.1, so that will essentially be the fix.
 
Yes, I tried that too. Unfortunately didn't help. Am working with Apple support on the issue and will post if I make any progress...
Again, it's not likely anything will be changed with what you have now until an iOS update (like 9.1) is released with a fix for the issue.

Agreed. I was advised that 9.1 might come 5 days before the release date of the iPad pro. Must be quite a small number of users experiencing this as the senior specialist hadn't heard about the bug...
