This can not be stressed enough. The DMCA now makes unlocking iPhones bought on 1/26/13 and later illegal without carrier's permission. iPhones bought before then are still exempt.

So, what does this mean exactly? Well, Electronic Frontier Foundation attorney Mitch Stoltz told us, "What's happening is not that the Copyright Office is declaring unlocking to be illegal, but rather that they're taking away a shield that unlockers could use in court if they get sued." This does make lawsuits much more likely according to him, but it's still up to the courts to decide the actual legality of phone unlocking.

So basically, the "exemptions" were really just a defense; a legal opinion presented by the head of the Library of Congress. Technically, you could've still been taken to court for unlocking, and a court would have to decide if the law is valid and applies. All that's changed is that if that DOES happen today, you can't point to the Library of Congress and said "but they said I could!" Having that defense might've had some weight in courts and could've really helped your case, but now it means nothing.
 
Realistically, I really, really doubt that the Feds are going to bust down your door because you jailbroke your iPad, nor is anyone going to out a gun to your head and force you to restore your iPad to iOS 6.0.1 stock.

Technically, it's always been illegal to jailbreak your iPad under the DMCA. Due to quirks in the law, exemptions have to be very specific as to what's allowed, and the past exemption that allowed iPhones to be jailbroken ONLY mentioned phones. Without an express exemption for tablets, that has always been prohibited under the DMCA. That doesn't change today.

But again... no one raided your house when you did it, right? Granted, I'm not a lawyer, but I have a feeling that right now, law enforcement has more important things to do. Maybe the situation would be different if you were offering a service to jailbreak iPads for cash, or were running some iPad clone business that installed iOS on Android tablets, ala Psystar. then I think Apple would start turning the heat on you and use the DMCA to do it.

Like back in the day making a vcr tape copy was illegal and even now copying a dvd is illegal. You wont see anyone really care if you just do it for your own personal use. But not to sell them offcourse.
 
I'm not sure if anyone actually answered the question? Regardless of whether it is legal or not, does anyone know if the new jailbreak tool will be able to jailbreak the iPad in addition to
iPhones and iPod touches?

I was told yes there will be jailbreaks for ipad mini and others
