i don't think so.... try smc fan control but use at your own risk. it may ruin your fans.

Istat just tells you how fast they are spinning.

Indeed you can. I've been using iStat menu bars for quite some time and have seen no need for smcfancontrol anymore. Sure you can adjust it with greater accuracy, but usually I just want it to be quiet or cool so I just use to default and high options.

You asked about two different apps. iStat Menus will do what you asked. iStat Pro will not.
