This will work. However if you go back into Cydia without changing it back, some packages will uninstall, also you will not be able to use the AppStore with the incorrect version.
I did this (changed to iOS 6.1) and was able to install TetherMe on i5 w/ 7.0.4. However, when I tried to go back to iFile to change my iOS version back from 6.1 to 7.0.4, I can't find the iFile app (I tried search). I tried uninstalling and reinstalling, and still can't find it. Now, I don't know how to get the plist back to iOS 7.0.4.
(an interesting aside is that when I had first installed the iFile app (before editing the plist), it couldn't be found in search, and I scrolled through all my apps, then opened search again and deleted the last few letters of "iFile" so it was "iFi" and then the iFile app popped up and I was able to use it).

You can't purchase anything on an iOS7 device in Cydia at the moment. That's why it won't let you download it unless you've already purchased.

Update: TetherMe worked for about an hour, then I restarted the iPhone and it disappeared. I have since tried reinstalling the mobile substrate, preference loader, tetherme, and installed bootstrap, but I can't get TetherMe back.
iFile is now available, and I tried switching back to iOS 7.0.4 and installing (as above), and to 6.1 and installing, but it still didn't work.
Any suggestions how I can get TetherMe working again?
If it installs do you see it in ifile? Or icleaner?
